Mr Milligan is a Consultant Oncoplastic Breast Surgeon with his NHS Practice based at the Queen Elizabeth Hospital in Gateshead. He graduated from Newcastle University Medical School in 2006 and completed specialist surgical training in the Northern Deanery.

He gained a wealth of clinical experience in oncoplastic breast surgery during his training and was the first surgeon in the United Kingdom to introduce Radio-frequency Identification Tags to localise breast tumours, a subject on which he teaches internationally. He believes in offering patients breast conservation surgery whenever possible. He regularly uses Partial Breast Reconstruction and Breast Reduction techniques to allow many patients to avoid mastectomy. When mastectomy is indicated, he will always discuss breast reconstruction options. He has also developed an interest in complex revision surgery for patients referred to him with poor cosmesis following previous breast cancer treatment.

He is the Gateshead representative on the regional Breast Tumour Pathway Board.
